The Baseline Study endeavours to provide a snapshot of the youth unemployment situation in the 15+3 beneficiary countries of the Youth Employment Fund of the EEC and Norway Grants. The study has been conceived by the Fund Operator as part of the capacity building activities of the Fund for Youth Employment. While it compiles a set of comparable public statistics on different dimensions of youth employment, it is based mainly on qualitative contributions from numerous partners working on the transnational projects funded by the Youth Employment Fund (YEF).
